WebCPA.com editor Alicia Korney has published a pair of short articles (If SOX Were a Tree and In Some Ways, SOX Inevitable) analyzing Public Company Accounting Oversight Board (PCAOB) member Charles Niemeier's speech at the New York State Society of CPAs' annual Sarbanes-Oxley conference last week. Niemeier took aim at the problems at the root of today's regulatory complexity, saying, "We need courage to improve the financial reporting model, but need to be thoughtful because we can't lessen the reliability of financial reporting for the sake of providing more information." The former chief accountant in the division of enforcement at the Securities and Exchange Commission (SEC) before joining the PCAOB in 2002, Niemeier also downplayed the idea that SOX compliance represents a radical change in reporting practices: "There's nothing new in Sarbanes-Oxley. All that's in there has been in securities law before. What's changed is that now there's a policeman."
